People have been asking if it’s okay to carry a handlebar bag. The answer is yes, but must comply to size constrictions. From the event website:

How big can a fanny pack/handlebar/underseat bag be?
The bag can be up to 420 cubic inches — to calculate cubic inches, multiply the three sides. So a 7?x4?x10? bag is fine (280 cubic inches) but a 7?x7?x10? bag is not (490 cubic inches).

While I have never been able to help someone while driving, I have helped people change flats while out riding. Last yrs GWB Challenge I watched 10 riders pass by an older man struggling to move his stubborn tire to access the tube. I heard him asking if they could help and they just ignored him, one even saying they didn't know how to. I stopped, helped him change his tube and rode with him for a few miles to make sure he was ok. 10min out of my ride wasn't going to kill me, hopefully someday someone stops when I need it.

As far as I know, the Click'R cleat is only available with the Click'R shoe. Bear in mind that the cleat only locates the shoe and doesn't engage. In your case I would consider using the Click'R pedal and silver SPD cleat on your existing shoe. The tension can be adjusted to 60% less than regular SPD pedals ... hth.
